Huh? No fly zones in the north and south, satellite reconnaisance, economic sanctions I know about. Haven't heard of restricted flights. How would we restrict flights into/out of Baghdad from places like Amman, Syria, Iran, the Gulf States, Pakistan, etc.? People traveled to and from Iraq all the time. Commercial flights aren't the only way to travel either.
