It is beyond "the direct control", but the President adopts broad economic policies which is conducive to job growth. In that, he has his Council of Economic advisors. Otherwise why would they be there in the first place.

This president has not devoted much time to the economy. That Clinton cared a heck of a lot for the economy is borne out by the fact that between the time he was elected in Nov 1992 and the time he took office in Jan 1993, he convened a economic summit in Arkansas, invited top economists, the CEOs of major companies etc. and he came up with a blueprint for the US. This blueprint was ready even before Clinton took office. Bush has not done anything of that sort. Instead he came in with his own agenda and just steamrolled it through with the casualties such as Paul O'Neill, Richard Clarke along the way.
