I'm not sure what Kerry's position was in 1991, nor why he might of held that position. The reasons for a position are as important as the position itself.

As you state, Kerry was for an action in 1998 and voted for authorizing the president to use force in 2003, that in conjunction with working with the UN and other nations to keep us safe from any plans that Saddam might have had.

This does not make for a contradiction in values or on issues by Kerry any more than Bush when he stated during the 2000 campaign that he was against the kind of action being undertaken in Bosnia. That he opposed nation building. Then in 2003 he embarked on a military invasion of Iraq, and then ensued with the largest and most aggressive nation building effort taken on by this country since the end of WWII.
