Yes, I would say that it is. An associate of mine, who is a former Green Beret, and I were discussing it this morning..

His view, which I am beginning to concur with, is that this digression from suicide bombings and outright uprising, to hostage taking, is a sign that the opposition is weakening and trying to play for "high drama" in order to convince CPA partners from giving support.

Why not just kill their hostages, right? Why try and play to the media with these threats of burning hostages alive?

But if nations, like Japan who are not even involved in a combat role, refuse to cave in, then these hostage takers will find even this "ace" to be worthless.

Btw, on another note, the Iraqi terrorists who took those Russians hostage should pay careful attention to who they have treated past hostage takers..
