I have said this before on this thread. Call for an international armistice. Important because of keeping Syria, Turkey and Iran out. Then break Iraq into 2 countries; Sunni West, SHia South and Kurdish North. A single unified Iraq is a joke just as Yugoslavia was.

After breakup, supervise the movement of groups to settle in the country of their choice. Expect ethnic violence to occur during thsi period. But if we have UN peacekeepers we may be able to reduce the incidence.

If we try to retain Iraq as we know it today, then we will have to use Saddam tactics. That is the reality. We do not have a Marshal Tito for Iraq as we had for Yougoslavia.
