If you read the PNAC plans and tactics they are pretty clear about their methods.

They do not want to reform, or change, or improve upon current plans and institutions. Their goal is to destroy them and replace them with their own, that way they will be the only ones to know how things really work. Too often they have been frustrated by Byrd's knowledge of procedure and Daschel's willingness to use the rules. They have been frustrated by the U.N. and treaties and taboos against mass killings. The New American Century will be built from entirely new institutions and traditions and protocols. It is a very Trotsky-esk plan, but that is where the neocons got their inspiration (along with the philosopher of hidden meanings, Leo Strauss).

Bush is a distraction and a pawn. Cheney, Wolfowitz, and the neocons think they can handle two wars. They think they need them.
