That's usually what happens during liberal administrations and is exactly why I can't vote for a Dem even when I get extremely close to doing so. Something always happens, like today's 9/11 testimony which reminded me that Dems live more in an imaginary utopian world rather than the real world. That's why John Kerry would be so dangerous as President.
