(You may remember that Clinton even had a Republican, who was a former critic, serve as secretary of defense in his second term.)

Maybe Bush will do the same in his second term.

As I recall, Clinton, who with 43% of the vote was distinctly a minority president, passed most of his first term legislation on a party-line vote in Congress.
