That's the whole idea. The OBL'istas are merely old-fashioned revolutionaries, trying - primarily, for the time being - to destabilize their home countries, so they could capture political power in the Muslim world.

The "standard" reply to the above is that *WE* are "helping" them by going to fight in Muslim countries. Well, that is true, to an extent - however, they would simply continue attacking us until we would come after them. They made us an offer we can't refuse. They had the initiative -- our job is to outplay them down the road, as the game develops.
