After the end of the cold war, he converted the troops into a rapid-deployment force, ready to respond to exactly the situation we had in Iraq. General Clarke wanted more troops in Iraq, and was close to being called a traitor for that. We know that bush could not have transformed the military in his brief 9 months before Iraq. Unfortunately, he chose cold-war warriors(Rumsfeld, Rice, cheney) to focus on anti-missles rather than the new threats to national security. fred
