Maybe the whole UN should sanction the US, temporarily vote to deprive the US of its veto power, and then have the UN pass a resolution to invade Iraq, much like the UN coalition did to boot Saddam out of Kuwait. Except, in this instance, the purpose would be to boot Bush out of Baghdad!
