Even today, there are some people that would say they're nuts. That defense is problematic. At what point in time would you shoot down the aircraft? How certain do you have to be that is the intent. How do you plan on explaining all that fuel and airliner parts that are falling down around the city because you've shot down an airliner and thought that it was going into the White House....you thought so, you were pretty sure. It's not going to be the simple decision of saving the White House on a probability. It includes the certainty that there will be other damage with the decision to down the aircraft. Tough call. I wouldn't envy the person that had to make that decision. We could probably construct a circumstance when it is clear, but I would assume that a real life instance would not be so clear.
