Rwanda stands out as one of the most spectacular failures of the UN and the entire civilized world. It represented the low water mark of the UN IMO and demonstrates just how ineffective the body is. I wouldn't trust the UN to come up with a reasonable plan to feed and walk my dog, much less to take over management of Iraw.
