You definitely make some good points. Basic Rate
ISDN's 128 Kbps seemed more than adequate when
the idea was hatched back in the '70's but, then again,
Bill Gates thought 640KBytes of memory was more
than anyone would ever need in a home computer.

Regarding the ISP portion of the model, I agree that
there would be equipment/maintenance cost savings
as well as some savings in interconnect cost to the
LEC. However, would these savings offset the
increased Internet backbone bandwidth cost which
would necessarily accompany faster user access
rates? The $1BillionUS question!

Any sources of generic ISP business model?
