Perhaps he's not technically out of line with the ethics rules government government officials. I guess if he was, he couldn't receive the payments. But, that's either because the rules are too lenient or he's skirting them. Technicalities aside, the arrangement smells. Phew! One of the biggest government contractors (Halliburton) is paying the Vice President of the United States annual payments??? In a lot of countries that would be called crony capitalism. A lot of those countries are banana republics. I think if there's one thing the Republicans have accomplished in my lifetime is that they've turned the U.S. into a certfified banana republic, with their Banana Republicanism like these payments to one of our highest elected officials. There are certainly more above-board ways he could deal with the situation. But, who cares?!? We live in the United States of Banana Republicanism...
