Well stupid mr. bill got caught, so maybe he did not plan at all and is 10 times stupider than I give him credit for. It does not matter because the monica thing demonstrated mr. bill was to stupid or sick to carry out his duties. mr. bill's conduct was extremely offensive to millions of Americans and if he was too stupid to know that he was unfit and if he knew and still took the risk he was really stupid and unfit. And only idiots still excuse mr. bill's dishonesty. The dishonesty that proves he knew and did not care. And that makes him unfit.
