10-4. The Freakin' Frogs are to busy back-stabbing and double-dealing their EU partners to be concerned with Central and South America. Besides, Ferdinand de Lesseps made such a botch of it with the original Panama Canal attempt that I don't think the Freakin' Frogs want to have to live down another mega-screw-up on this side of the pond..... John :-) .
