tonto, the Iraqi Ambassador was the one whom we saw on TV all the time. He represents his leaders all right, and meeting with him is also meeting with the leader of Iraq. There is a bility of communicating Saddam's thinking via the Ambassador. Talking to him was similar to talking with the leader which is Saddam. So when you meet with an Ambassador you meet with the leader.
