One of your two neurons not firing today? The link indicates that the answer she gave is standard American foreign policy. It is not a good idea to have ambassadors making up your policy on the fly in real time. They may just decide to take a flyer on their own and get you into real trouble. Say, saying "Mr. President, if you really are considering invading Kuwait, by God, we'll bring down the wrath of God on your palaces, and on your country, and you'll all be destroyed." can get a war started rather quickly. Now in this case the standard foreign policy had the same effect, but in general it will not and is specifically designed not to created dangerous situations you can't back out of. Sorry about your mental condition, but I'd suggest you stay off the web if you can't handle it.
