Now they are deep in hot water and cries out loud to demand others to fix the mess for them under their gun. What a "deal"! Can Bushes make the UN and the major nations like France, Germany, Russia or China etc. take the great "offer"? Unless the Neocons authorize Bush to give up military command in Iraq, these nations or NATO answer Bushes' call is highly unlikely under the messy situation.
