Since you think Bush is adopting the "Kerry plan", you do think that's a good thing, I assume. just starting to adopt the "Kerry Plan" 9 months before Kerry could start to adopt his plan. ..skill in negotiation.. Powell would be Bush's point man here - do you know who Kerry would choose that's better than Powell?
