It appears to me to be quite clear that Glaspie got an unexpected call to meet with Saddam, had no idea what it was about, and in response to one of his questions, gave the standard American foreign policy response, as any good diplomat should. They actually aren't supposed to make up policy on their own on the spot, you know. They are gov't employees and in their professional exchanges are actually supposed to hew to the party line.
