Oh, yes. It is impossible for a fixed policy to cover all contingencies. However, can you see that it would be even worse to have every gov't employee making up law and policy as they see fit? it's easy to imagine what a diplomat should say in that situation and there's NO WAY i could ever imagine a real ambassador saying the sentence that you made up. i could see this maybe, "You know, Honorable President Hussein, the international community may not choose to look the other way if you decide to move in on Kuwait." Which that does. It directly contravenes the stated position of the US gov't. Now do you want every diplomat in the US Foreign Service winging it as they see fit? Or do you want them consulting Washington when they can and otherwise sticking to stated policy? but i appreciate your intelligent humor and irony and that's why i threw you the straight line question... "who told you to say that?" I thank you for honoring me with this opportunity to provide you with such first rate entertainment. her middle-aged hormones are raging and she's probably just making a cyber-play for my affections. <g> I think you overestimate the effect of those hormones on her intellect.
