I don't know if schools have changed since Columbine, but the tradition of ignoring bullies and saying "it's just part of growing up" caused immense damage for many in my generation (not myself - too big to mess with and not interested in messing with others).

Imagine the school bully 20 years later; if he is sitting in a bar alone, just got laid off, behind in his alimony from that failed marriage, can't seem to kick the ciggie habit, etc. Would anyone say it's "just part of life" for everyone else at the bar to tease and taunt him?

"Hey, loser, what's your problem, can't keep a job? How come your wife dumped you, can't get it up or something?"

You won't find many adults anywhere who would condone that. But it's considered "perfectly normal" for adolescents to conflict gratuitous emotional abuse.

Until our schools adopt a new culture and enforce it, this crap will continue.

(The flip side is parents who scold their children for hurling racial insults at neighbors or classmates think it's hilarious to listen to Leno making fun of the French - hypocrisy and bigotry go hand in hand.)
