What is the safest way to remove a program Sometimes there is no uninstall. If the program requires no registry entries it is probably safe but it could get you into trouble. What program is it? It would be best to check with the maker before deleting anything. It could be a faulty install that is keeping it from being listed in the Add/Remove Programs applet.
