Yep, ants. Back when I was a mere lad my mother and grandmother both raised Peonies to decorate the family graves on Memorial Day. Common knowledge was Peony flowers wouldn't open unless they had ants on them. I now think it was something the buds exuded and attracted the ants more than what the ants did to the buds.
