THE PALAWAN CEMENT PROJECT EIS/ECC
For the past three months Fenway has been represented in the Philippines by Company officers, legal counsel, and financial, cement technology and sociological consultants. The team has enjoyed working directly with Municipal, Provincial and Federal authorities to prepare comprehensive documentation for Government Regulatory Authorities to explain and answer any concerns arising out of the Environmental Impact Statement(EIS).
The EIS presented May 19, 1997 to the Palawan Council for Sustainable Development (PCSD) has been reviewed by the PCSD and forwarded to the Department of Environment and Natural Resources for its review. Fenway and its Philippine partners believe they have fairly represented both the project benefits and concerns in its EIS and that all environmental concerns have been fairly judged, assessed and mitigated to the benefit of Palawan and its people. Fenway believes its EIS is complete and comprehensive and the project has the support of the local communities and the majority of the affected indigenous people. Accordingly, the Project proponents expect the ECC to be issued in reasonable time.
Coincident with the completion and submission of the EIS to the PCSD and DENR, the Project proponents have continued in sociological studies and financing arrangements. On issuance of the ECC the Palawan Cement Project proponents will commence several community programs in cooperation with the Municipal Councils of the regionally affected communities. Education, job training and health care will receive immediate attention. A full time Community Affairs Officer and an Environmental Programs Officer will be employed.
In the week of August 18, 1997, Company officials and representatives of machinery suppliers and financing agencies will conduct quarry, conveyor route, plant, port and townsite inspection.
Upon issuance of the ECC detailed project engineering will commence immediately with site construction to commence in approximately three months time.
