They're a bunch of bozos.

Tenet was talking before the commission the other day. Perhaps you saw it. He was speaking about the effort they're putting into hiring agents and trying to dramatically increase the HUMINT collection mission.

I scratch my head a bit.....there's this big push to increase HUMINT collection capability as if it was "deficient". Had we had the top 20 military officers in Iraq [pre-war] what would we have learned? We would have learned from all 20 of them that Saddam had WMD, though those particular 20 hadn't actually seen any, but the guy to their right had them. At least that's what they heard.

I thought that the biggest motivation for reducing our HUMINT collection was because it wasn't a reliable form of intelligence. It's not and never will be a reliable form of intelligence. Infiltration was never a major source of intel. There are just not a lot of people that are going to give up a decade or two of their lives to live in some dictator controlled third world country.
