Sorry to have been gone so long. I was backed up with reading, and sick of SI. When the latest round of military action started, I could not stand arguing over every nuance when the upshot would become apparent shortly. So I didn't get on SI.....As for your immediate point: yes, the downfall of the regime does not automatically terminate containment, but it is the prerequisite to getting beyond containment, and having a cooperative regime on the ground........Whether moving beyond containment is possible depends on the Iraqis. If their aversion to civil war is great enough, all is likely to come out well........
