Eric,

I recall reading an article somewhere stating that part of the reason for the slower subscriber growth was that in the villages that Reliance has offered services have very limited electrical service and that most homes don't even have an outlet to recharge the phone battery. This to made a lot of sense as to why growth has slowed. If you can't recharge the battery no sense in buying a phone.
Looked at another way those with electrical outlets were the ones most able to afford the luxury of a cell phone and it'll take a little time for those less fortunate to get wired and be able to afford a cell phone.
Reliance needs to build out the next 5000 villages to get things rolling again.
