You left off the 18% that said Not Sure. I would suspect Bush to be leading a poll like that right after the airing of $50 million dollars worth of negative ads. And realize the Kerry is just being introduced to the public.

A few months ago Kerry had 7% of the democratic vote in polls. Bush had almost a 90% approval rating. Today Bush's approval rating is under 50%, and Kerry has captured the nomination for the Dems. The poll trends favor Kerry.

Polls show that Kerry is ahead of Bush by several points.

Bush is not a leader...he's a misleader. What he's done is survive off the post 9-11 support...but that support is waning, especially as it becomes clearer that Bush wanted to go to Iraq before 9-11, used 9-11 as an excuse. And it is also becoming clear that Bush never had a post war plan, nor does he enjoy wide support of the Iraqi people.

In short Bush is a loser.
