The Newsday article said that Tony was obligated to get approval for his travel plans. If I had to guess, he got approval for attending the pre-trial meetings in NYC, but not for attending the funeral in Florida. Not living in San Diego, which is right near the Mexican border, I have no clue how fast someone can arrange to get a fake ID, so I can't speculate if this has been an ongoing affair and he was finally caught, or if this was a spur of the moment emotional episode. As he was actually trying to board a flight home, it seems obvious he was not trying to flee. Nevertheless, anyone with a name remotely even Muslim sounding using a fake ID, especially one under house arrest no less, is just plain idiotic for even attempting such a stunt, no matter how well-meaning.
