Clinton did not drop the ball. He punished Saddam severely and as it turns out Saddam was ruined, no WMD's, no air force, no effective military left. Saddam also had no role in 9-11. That said, it was wise to make sure he was disarmed through intense inspections backed by real threats of force. Bush just went too far toio fast with too little preparation and foresight.
