Re: "pulled" used in that context before, but as hard as I've tried to come up with an idea on how it could mean something other than blowing up the building, I haven't come up with anything that seems to fit.

Occam's Razor would suggest that Silverstein was saying something to mean "let's pull the firemen out of the building".

That's a standard context for the term "pull(ed)". Silverstein would have been in a position to suggest that he wanted no more heroic efforts by the firefighters and was resigned to whatever loss of structural integrity was in store.

Had Silverstein been saying that he wanted to blow the building up, first of all, he never would have been insane enough to be caught suggesting such a thing while being recorded, and secondly even a statement like "pull the plug" would still more easily refer to ending the firefighting effort than an order for destruction.
