Those are some "Occamic" questions I might ponder with my bookie.

Actually, those questions probably fall under the category of conspiracy theory. The simplest solution would probably be something like "In my line of work, I routinely go undercover to better gather information. Thus, it is second nature to me. I did so this time simply to avoid calling attention to myself."

Granted, the opposite happened-- Elgindy attracted all the more attention. My guess is that since he had done this so many times without any problem that it never crossed his mind he would get "caught." And if he did get questioned, I bet he figured he could easily explain his way out of things or have a "government" friend make a call or two, so no big deal. I'm not by any means excusing what he did. No way. I'm just theorizing a likely explanation based on how someone like Elgindy likely thinks.
