Got my latest issue of FA last night. Read the Richard Betts article on re-structuring the intelligence establishment. Unfortunately, I was a bit tired and unfocused. I'm going to re-read it tonight because it did not make much of an impression on me, perhaps because I was exhausted after a long day.

If I read Betts' article correctly (doubtful), he says that restructuring will be difficult, that the intel and the military folks will always be at odds, thereby preventing any intel Czar from having complete authority over the vast US intelligence landscape, and that we should expect a few cosmetic changes to result from the present inquiries. They all sound like reasonable conclusions.
