the reason all the rental cars are American is that the car makers give the rental agencies very cheap deals. the Japanese don't need to do that, since they know intelligent buyers will pay real money for their cars. the fleet sales don't make much if any money, but the US carmakers would have to pay the union workers anyway, so they cut the deals. rental cars are like the "make-work" of the auto industry. back them out and you can see the fall in demand for US vehicles has been atrocious.
