U.S. ocean study sees a tidal wave of woes

WASHINGTON - The nation's oceans are steadily degrading because of pollution, overfishing and jumbled management, a 16-member ocean policy commission reported Tuesday, and it recommended a sweeping government effort to combat the trend.
"Our oceans and coasts are in trouble," said retired Adm. James Watkins, a former energy secretary who is heading the U.S. Commission on Ocean Policy, appointed by President Bush.
