Where are the studies showing the impact to downtowns? Where is the description of all the 'benefits' these small business owners lavished on their employees? Answer - they do not exist.

When Cities and Municipalities adopt policies tuned to only fit Walmart (and not Target, Costco or others), how exactly do you expect them to react?
