There is a difference between campaign promises and intentional deception.

Kerry, to his credit, has acknowledged that he may not be able to accomplish all of his goals, due to budget constraints. But I believe Kerry intends to try to do accomplish what he says.

I believe Bush says one thing, with the intention of doing the opposite. As an example, two prominent economists (Parry and Barro) have recently said Bush is following Friedman's idea as follows: 1) Social spending is bad, 2) democracies do not have the political will to cut social spending, 3) the only way to reduce social spending is to run huge deficits that will constrain future social spending!

This requires that the practitioner (Bush) deceive the public on their true intentions. Bush says he wants a balanced budget, but according to these two distinguished economists, he actually wants to run huge deficits! Whether or not that is good economics, it is dishonest.

The same argument could be made for Bush's foreign policy. He talks restraint and using military force as a last resort, but the planning documents of Wolfowitz and others shows that they want the US to be the "policeman of the World". Good or bad policy; it is dishonest.

I believe Kerry is straightforward. He actually wants a balanced budget. He actually wants to use military force as a last resort. Kerry is being honest with the American people about his intentions.
