Here is something interesting I found:

dated March 13, 1951: The atomic bomb

It was disclosed in Washington on March 11 that Gen. Dwight Eisenhower, Supreme Commander of the Atlantic Pact Army, would use the atomic bomb ``instantly'' if war was in sight and if he was convinced it would bring sufficient destruction to the enemy. He also believed that Russian leaders would be ``really fools'' if they touched off a global war now because they could not possibly score a ``complete knock-out'' and would be beaten in a battle of attrition with the United States.

Only the President, Mr. Truman, under the law, could release the atomic bomb to the military for use. But Gen. Eisenhower's opinion would play a predominant role in influencing the President's decision.

Gen. Eisenhower set forth his views on the defence of the West and the chances of war and peace in a recent secret testimony before the Senate Foreign Relations and Armed Services Committees.
