Big deficits have many many positive side effects for the wealthy elites who engineer social/fiscal policy. For one thing they (the wealthy elites) are the ones who make all the money from the government bonds that must be sold to pay for the deficit spending and also make a lot of the money from the pump priming like military spending. Also as you point out, high deficits constrain the government's ability to spend on social programs and keep social program growth at a minimum. More social spending means more political participation by average citizens, something the wealthy elites don't want to encourage. More social spending also means there will be less poor uneducated slobs to do the menial work in society and go off and fight wars for the interests of the wealthy elites.

I was never much of a conspiracy theorist. But, my 35 years on this earth have taught me that very little changes over time. There is always some sort of military emergency that warrants massive military outlays. Social needs are always neglected. It's hard not to conclude that there are some invisble hands that put these policies into motion. This country has gone off the deep end in recent years when it comes to budget priorities, the lunatics are running the asylum.

I mean, this country would be a far better place if we'd spend some of those Trillions we've pissed away on the military over my lifetime on things like education and public works. I hate to say it, but I think most politicians really aren't interested in improving anyone's lives, expect for theirs and the fat cats who bankroll them.
