Woodward also stated that the troops would have a lot of misgivings, had the former Chairman of the Joint Chiefs resigned to protest the war they were about to undertake. I think that kind of news would be devastating to morale, and, it wouldn't have stopped the war. {Powell feels his constituency is the troops, which is probably more than the others do, despite what they may say; JMO)
It's a tough position to be in, and it adds a level of complexity to the question, "Should I quit over principles?"
