The United States has allowed Europe (and Japan) to grow, at peace for almost 60 years. Before stepping into its role as a Superpower, Europe would have a major war every 20 years or so. The idea of forming Democratic governments in defeated enemies, is an American idea. Until that time, Europeans were more interested in reparations, and booty from a vanquished foe - than the type Government, or freedoms a defeated country had. IMO, the United States is the reason that Europe is part of the first World, and not the second. It is the United States, that is responsible for breaking the cycle or war in Central and Western Europe.
Though the "Arab" world is very old, most Arab countries are relatively young. Before being ruled (or Administrated) by the British or French, they were ruled for centuries by the Turks.
If you look at the Arab countries, they seem to be trying the same imperial games (against neighbors and themselves), that the Europeans played, before the United States began to play an active role in Europe.
