In 1971, Kerry was leveraging his military experience for political gain (old habits die hard, eh?) and had recently testified before the Senate Foreign Relations Committee about the American soldiers who, he believed, habitually committed war crimes.

The biggest crime here is that the Committee on Foreign Relations didn't conduct a fair hearing. Where was testimony that offered a different pov? Where was the investigation into Kerry's allegations? They (Fulbright, Case, Symington, Pell, Aiken and Javits) all just took Kerry, and the VVAW's word for it.
