If Ross really wants to give up pre-1967 territory in equal amounts, that sounds good on the face of it. That's an improvement over Camp David.

One problem with Ross' idea is that he wants Israel to keep the settlements that surround Jerusalem. Jerusalem was supposed to be an international city, but that plan quickly went by the way side. So, the plan became to split it into West and East. Israel has the West, the Palestinians have the East, but Israel has placed a massive ring of settlements to the east of East Jerusalem. Now Arab East Jerusalem looks like West Berlin in the Cold War.

And I doubt that Ross is proposing Israel give up the Jordan Valley, the most valuable part of the West Bank.
