I lived in the 30's and part of the '20's and you did not have to think. Whatever FDR said, thats what you did.

Did he have to ask the public whether,where, or how to attack or invade or occupy or rebuild Italy, Fance, Spain, Germany, North Africa, Guam, the Philipines, Japan, and what it would cost ?

While the terrorists are looking around for spare ammo to make bombs out of, our defense industry is very busy creating new capablilities. In ten years, we will have equipment and capabilities ten time as efficient as what exists today.
Such as laser rifle scope that also kills.Dont need bullets, dont need a rifle, dont need to allow for windage or gravity. Melts holes in a bullet proof vest or helmet.
