Jail warning over false ID papers

The Government is to make carrying false identity papers a specific offence for the first time.

Anyone found with forged passports, driving licences or other fake official ID will face up to 10 years' imprisonment.

Government sources said the new offence of "being in possession of a false document" would feature in the draft identity card Bill being published on Monday by Home Secretary David Blunkett.

The move is designed to crack down on identity fraud - which costs the country an estimated £1.3 billion a year - ahead of Mr Blunkett's national ID card scheme, which will not be operational until later in the decade.

At present, offenders cannot be prosecuted for simply having false documents - police have to establish their involvement in another offence such as people trafficking or fraud.

Foreign ID cards will also be covered by the offence.

Multiple identities are used in more than one third of terrorism-related activities, such as credit card fraud which can be used to fund terror activities.

The move comes as the BBC reported that trials of technology designed for the national identity cards would be launched next week.

First participants would have "biometric" details taken from Monday as part of a large-scale test of the equipment, the BBC's 10 O'Clock News said.

The pilot will involve 10,000 volunteers and be run from the Passport Office in London and three other centres around Britain.
