Your postulate is flawed. Kerry has outlined his plan; turn authority over to an international organization (probably either the UN or NATO) and share the burden of rebuilding Iraq. Several countries have expressed willingness to contribute under those circumstances. The next step is to negotiate commitments (troops and reconstruction contributions), before we turn over control. Kerry can talk to foreign leaders, but it would be inappropriate for him to negotiate at this point. BTW, the Bush Administration is unwilling to turn over authority, and they are also terrible at negotiations. If you want more specifics, vote John Kerry for President, and then hold him accountable.
