Kerry's plan does not require any specific country to contribute troops. The Kerry Plan requires that an international organization take over control (after appropriate negotiation). You know Kerry cannot negotiate the details today. You are welcome to state your opinion that his plan will not work (maybe it won't). But criticizing him for lack of details, that only the President can provide, is disingenuous.
